By-Laws for the Cursillo Board of Directors of the
Fort Hood Heart of Texas Cursillo Movement

Preamble

The purpose of the Movement, through the grace of God, is the leavening of environments with the Gospel.  This
leavening of environments strives to make Christian community possible in families, neighborhoods, work
situations and other places where people live the greater part of their lives.  It attempts to make it possible for
anyone in the world to live a Christian life in a natural way.

The ultimate goal of Cursillos in Christianity is that on the Day of Judgment there will be more saints.  This can be
accomplished if the purpose stated in the preceding paragraph has been achieved.

Its immediate purpose is to provide an understanding and conviction concerning what is fundamental for being a
Christian.  The Cursillo Movement strives to strengthen individuals so they might live out that understanding and
conviction, supported by Christian community life.

Unity of purpose is essential if there is to be a courageous and a total service to Jesus Christ through the Cursillo
Movement.  Individualism halts the advance of the Movement and in fact disintegrates it.  The Board of Directors
unifies the Movement on all levels and indicates the path to be followed in essential matters of practical details as
indicated in the official literature.  However, in all questions of importance it listens to the Cursillo Leaders before
deciding what should or should not be done.

The members of the Board of Directors for their part should recall that the Lord, through the Installation Catholic
Chaplain, has given them a most serious responsibility for the implementation of the authentic Cursillo Movement
in the Cursillo community of Fort Hood and Central Texas.  Conscious of each one's talents, it should coordinate
individual contributions into a total effort in support of the Movement in all its phases: Pre-Cursillo, Cursillo (3-Day)
and Post-Cursillo (4th Day).

Making decisions is the difficult process and responsibility assigned to the Board of Directors. All cursillistas are
urged to support the Board of Directors by prayer and Palanca. In guiding the Movement, the Board of Directors
must be watchful not to create subservience but to build up the whole Body of Christ. The Board of Directors must
determine the potential of the entire community Movement so that each person may be led to discover their
individual potential and contribute to the building up of the Kingdom of God. This it should do in love, at the same
time demanding a just response from each Leader.

The Board of Directors should not be dictatorial but must view its authority as one of service to the total
Movement. It must remember that Christ has entrusted the Movement's direction to it, through the Installation
Catholic Chaplain to whom the Board of Directors will have to give account for this charge.

The Board of Directors is not established to be served but to serve the entire Cursillo Movement. In this sense,
the Board of Directors is a Group Reunion whose apostolic plan is the promotion of the Cursillo Movement itself.  
Just as in the 3-Day Cursillo, priests, ordained ministers, and vowed bear the responsibility for spiritual guidance
and laity regulate its overall functioning, so ordained, vowed and lay members of the  Board of Directors will
cooperate for furthering the aims and objectives of the Cursillo Movement as a whole.



Article I
Name and Purpose.

Section 1        The name of this Movement shall be ‘Fort Hood Heart of Texas Cursillo’.
Section 2        The purpose of the Fort Hood Heart of Texas Cursillo shall be to develop in adult Christians a
consciousness of their power and mission to become leaders in the work of Christian renewal, and to sustain them
as they provide a Christian leaven in civic, social and economic life.
Section 3        This organization is an exclusively Catholic organization providing Cursillo spirituality to the Fort
Hood Catholic community and the surrounding central Texas parishes of the Austin Diocese.


Article II
By-Laws

Section 1          The By-Laws of the Cursillo Board of Directors for the Archdiocese for the
Military Services, U.S.A. at Fort Hood are hereby established.
Section 2        In any case of disagreement or inconsistency with policies of the
Archdiocese for the Military Services, USA; the Archdiocesan policies shall apply.

Article III
Board of Directors
Section 1        A Board of Directors directs the Fort Hood, Heart of Texas Cursillo Movement. The Board is a
functional and autonomous organization under the direction of a president and a spiritual advisor approved by the
Senior Catholic Chaplain/Pastor of Fort Hood.
Section 2        The Board of Directors guides and coordinates the Cursillo Movement at Fort Hood within the
pastoral plan of the Archdiocese for the Military Services, U.S.A. at Fort Hood.


Article IV
Membership to Board of Directors

Section 1        The Fort Hood Heart of Texas Cursillo Community nominates and elects
members to the Board of Directors.
Section 2        The president is appointed by the board.
Section 3        The Spiritual Director is appointed by the senior Installation Catholic
Chaplain/Pastor at Fort Hood.


Article V
Officers
Section 1        Officers of the Board are: President, Lay Director, Assistant Lay Director, Financial Secretary,
Secretary, Pre-Cursillo Coordinator, Post-Cursillo Coordinator and Outside Palanca Coordinator and Spiritual
Director.


Article VI
Elections

Section 1        Nominations and elections of officers shall be conducted at the February Ultreya in years when
officers’ terms expire.
Section 2        Any person in the Fort Hood Heart of Texas Cursillo community can nominate a Cursillista for a
board position so long as the Cursillista agrees to the nomination.  
Section 3        All board members shall serve for a term of two (2) years with staggered elections.
Section 4        During elections held on even years, the nominations shall be in this order: Lay Director, Pre-
Cursillo Coordinator, Post-Cursillo Coordinator and Outside Palanca Coordinator. During elections held on odd
years, the nominations shall be in this order: Assistant Lay Director, Secretary, and Financial Secretary.
Section 5        All members of the Board shall serve no more than two (2) consecutive terms in the same position,
with the exception of the President and Spiritual Director who is appointed by the Fort Hood Senior Catholic
Chaplain/Installation Pastor.
Section 6        Vacancies on the Board of Directors or among the officers shall be filled
by the Board of Directors by a majority vote.  Any member so elected
shall hold office of the unexpired term of the Director or Officer replaced.


Article VII
Duties of Officers

Section 1        President
A.        Convokes and presides at all meetings of the Board.
B.        Plans and directs changes in activities necessitated by the primacy of military requirements.
C.        Must be an active duty military person or a family member of an active duty military person/ reservist or
member of the National Guard.
D.        Serves as a member of the Board of Directors and votes in case of a tie.


Section 2         Lay Director
A.        The Lay Director exercises responsibility and control over all operational activities within the Fort Hood
Heart of Texas Cursillo Movement.
B.        Authorizes the expenditure of funds.
C.        Accepts a slate of names proposed for weekend coordinators presented by the Board of Directors.
D.        Contacts and confirms a coordinator for each weekend and announces the coordinators at the Men’s
Closura.
E.        In coordination with the Spiritual Director contacts priests to celebrate Masses and the Sacrament of
Reconciliation for the men’s and women’s weekends.
F.        Approves each planned activity.
G.        Approves Weekend Schedules.
H.        Conducts Team Coordinator Orientations.
I.         Provides guidance to Coordinators to ensure that required actions are accomplished in good form and on
time.
J.        Implements procedure that assures the suitability of all applicants.
K.        Reports to the Board of Directors regarding ongoing actions, changes and the status of unfinished specific
items previously directed by the Board.
L.        Is the central point of contact for activities and operations.
M.        Serves as a voting member of the Board of Directors


Section 3         Assistant Lay Director  
A.        Stores and maintains all supplies and equipment of Cursillo in accordance with lists and instructions from
the Lay Director.
B.        Coordinates with each Team Coordinator for transportation of supplies to each weekend site (when
required).
C.        Prepares supply inventory and recommends additional requisitions to the Lay Director.
D.        Maintains custody of key to storage facility. (Lay Director has spare key.     
E.        Orders supplies as directed.
F.        Arranges with each Team Coordinator, the availability of missalettes, Lectionary, Sacrementary, altar
breads and sacramental wine.
G.        Coordinates the retrieval, inventory, and movement of all supplies and equipment to the Cursillo storage
facility immediately after each weekend closing.
H.        Assumes the duties of Lay Director in his or her absence.
I.        Serves as a  voting member of the Board of Directors


Section 4        Secretary
A.        The Secretary maintains the active membership register of the Fort Hood Heart of Texas Cursillo
Movement.
B.        Maintains roster of Board members including contact information and term dates.
C.        Prepares and distributes Minutes of meetings to Board members.  Retains copies of the Minutes for
permanent record.
D.        Announces and promotes Weekend Dates to area parishes.
E.        Performs other administrative duties as required.
F.        Serves as a voting member of the Board of Directors.  


Section 5         Financial Secretary
A.        The Financial Secretary maintains financial records of the Fort Hood Heart of Texas Cursillo Movement.
B.        Disburses money for expenses at the direction of the Board.
C.        Prepares financial statement and reports to the Board.
D.        In coordination with the Spiritual Director submits requests for Fort Hood Chaplain’s Fund to cover
weekend expenses such as Facility, Food and Supplies.
E.        Serves as a voting member of the Board of Directors.


Section 6          Pre-Cursillo Coordinator
A.        The Pre-Cursillo Coordinator insures the availability of Cursillo literature in local area chapels and
churches.
B.        In coordination with the Spiritual Advisor, two months prior to a scheduled Cursillo, coordinates with priests
from area parishes to conduct a pulpit talk.
C.        Insures that internal Palancas are delivered on time and in good condition.
D.        For applications without sponsors….Ensures the availability of a group of “friends” to accept applications
and act as sponsors for any of the faithful wishing to attend a weekend.
E.        As the Transportation Coordinator receives a complete list of all the potential candidates from the Lay
Director/Team Coordinator, no later than ten days prior to a scheduled weekend. The list must include name,
address, phone number and name of the Sponsor.
F.        Forms a transportation team to drive candidates to the weekend site.
G.        Coordinates welcome site at the Catholic Center or point of departure; to include music, refreshments,
buttons, etc.
H.        Assures that transportation departs on schedule.
I.         Contacts Team Coordinator immediately upon departure of candidates and reports names of those
attending.
J.        Informs Team Coordinator with details of candidates having alternate travel plans.  
K.        Assures that all prospective drivers/sponsors have a strip-map to the weekend site.  
L.        Coordinates return transportation with the Sponsor before the closing and/or with the Team Coordinator
immediately after the closing.
M.        Serves as a voting member of the Board of Directors.


Section 7      Post-Cursillo Coordinator
A.        Organizes and oversees the Ultreya to include obtaining speakers and encouraging group reunion.
B.        Is responsible for organizing cleanup crew at the end of each weekend Closura. Preferred method is to
have the men clean for the women and then the women clean for the men.   
C.        Coordinates the annual Fort Hood Heart of Texas Cursillo Community Picnic to include:
          • Contacts the President for determination of a date and a facility.
          • Contacts the Board of Directors and the community for workers, publicity, and materials.
          • Coordinates with the Lay Director/Spiritual Director to invite the Senior priest to attend the celebration.
•          Forms subcommittees for door prizes, setup and cleanup, and other activities.
D.        Coordinates the annual Fort Hood Heart of Texas Cursillo Epiphany Party with similar duties as the annual
picnic.  
E.        Serves as a voting member of the Board of Directors


Section 8         Outside Palanca Coordinator
A.        The Outside Palanca Coordinator selects the Cursillo Communities with which we are to be united in prayer
and other acts of spiritual “leverage” (Palanca).  
B.        Informs the Ultreya of specific acts of Palanca to be done by the community.
C.        Communicates with the outside communities through letters and / or posters to indicate our solidarity-in-
prayer with them and in their worthy intentions for their candidates in the “little course”.
D.        Passes the Palanca from the outside communities to the Team Coordinator and / or Spiritual Director prior
to each weekend.  
E.        Receives prayer requests and passes them on to the community using available means.
F.        Serves as a voting member of the Board of Directors.

Section 9        Spiritual Director
A.        Is responsible for coordination between the Fort Hood Heart of Texas Cursillo and the Senior Catholic
Chaplain, the Archdiocese for the Military Services, U.S.A. and the National Cursillo Board of Directors.
B.        Provides spiritual direction to the Fort Hood Heart of Texas Cursillo Movement under the auspices of the
Archdiocese for the Military Services and the Installation Senior Catholic Chaplain/Pastor.  
C.        Serves as the Spiritual Director for weekends when possible.  
D.        Serves as the Spiritual Director for team formation.
E.        Serves in his liturgical role (ExOfficio)   
F.        Serves as a voting member of the Board of Directors.


Article VIII
Meetings

Section 1        Place:
A.        Unless otherwise directed by the Board, all public meetings within the Fort Hood Heart of Texas Cursillo
Movement (meeting of groups of friends are not public meetings) will be held on the Fort Hood Military Installation.
Such meetings include, but are not limited to, team development, leader’s school and Ultreya.
B.        The times, dates and places of all public meetings will be publicized by use of email; posting to our website;
and bulletin announcement, when possible.

Section 2        Type:
A.        All meetings are open to the Cursillo community.  
B.        Anyone not a member of the Fort Hood Heart of Texas Cursillo Board of Directors may attend and
introduce issues under the appropriate section.

Section 3        Quorum:
A.        A quorum will be designated if more than half of the Board of Directors is present at any scheduled
meeting, i.e., five (5) members must  be present.
B.        A quorum will not be needed to conduct business that is time sensitive. This will be conducted
telephonically or by email.

Article IX
Changes to By-Laws

Section 1
A.        Any voting or nonvoting member of the Board may propose amendments to these by-laws.
B.        To be considered, an amendment must be published and in the hands of the voting members of the Board
at least one month prior to a vote on the amendment.  
C.        Amendments become effective upon a two-thirds vote of a quorum at a regularly scheduled and
announced meeting of the Board.


Article X
These by-laws are in affect as approved by the Board of Directors on this Second day of October 2005.
